All new installations and replacements require a Septic System Construction Permit, reviewed by the Anne Arundel County Department of Health’s Sanitary Engineering Program. The application requires a site plan, soil test results, and a complete system design. Annapolis Septic Regulations & the Bay Restoration Fund
Septic systems treat wastewater onsite, typically consisting of a septic tank and a soil absorption field (drain field). In Maryland, all system design and construction must comply with COMAR 26.04.02, with the Anne Arundel County Department of Health serving as the local approving authority for Annapolis properties. Local soil conditions and seasonal groundwater fluctuations in this area directly affect how systems perform and how they must be designed.
For properties in the Chesapeake Bay Critical Area, MDE-approved BAT nitrogen-reducing units are required on new and replacement systems. Anne Arundel County also administers the Bay Restoration Fund (BRF), a state-supported grant program that can fund replacement of conventional septic tanks with nitrogen-reducing units. Homeowners with combined household incomes up to $300,000 per year are generally eligible for coverage of 100 percent of the Maximum Allowable Cost, though new construction on previously vacant lots is subject to a reduction in the maximum grant amount. Eligibility is determined by the county; we can point you toward the right resources, but BRF determinations aren’t ours to make. For current permit fees, the county perc application fee is $450, and the nitrogen-reducing unit installation permit fee is $625.
